Mixed reactions to Green Deal

The government’s Green Deal went live this week with the aim of giving people in England and Wales the chance to transform their homes by paying for 45 different types of energy efficient home improvements with the savings on their energy bills.

Launching the scheme, Energy and Climate Change Secretary Edward Davey said: “More and more families are being hit by the rising cost of fuel bills and the best way people can protect themselves from increased costs is to use less energy. This is where the Green Deal comes in, giving people a whole new way to pay for energy saving home improvements. The Green Deal is a great deal. Improve the look and feel of your home, make it cosier and at the same time save energy – what’s not to like?”

“Green Deal has the potential to help consumers afford energy against a backdrop of escalating fuel bills. Our surveys tell us that many people simply do not know how to make their homes more energy efficient. They also need assurance about the quality of any work done, and help with funding,” she said. “Green Deal ensures that accredited professionals to do the work, backed by strong consumer protection. It also provides the financing, so will enable hard pressed consumers to go ahead with confidence, providing much needed protection against rising bills.”

GIVE CREDIT FOR LIFE-CYCLE EMISSIONS CUTS BY AUTOMAKERS?

Long before the first turn of the ignition key to start up a freshly-built car as it leaves the assembly line, a car has left a trail of emissions behind it. From the mining of ore that will eventually become engines and body panels, to the pumping and refining of oil that will later become plastic bumpers and dashboards to the melting of sand for glass, every step along the way to manufacture cars and trucks leaves carbon dioxide and other emissions in its wake. 

While we focus mostly on what comes out of tailpipes, emissions from the full life-cycle – the cradle-to-grave life of a car – should be considered and taken into account. While governments regulate tailpipe emissions and penalize car companies that don't make the grade, shouldn't governments also give credit back to manufacturers who cut manufacturing emissions? Shouldn't government emissions regulations consider the life-cycle assessments of emissions of cars and trucks, not just the what comes out of steel pipes at the rear of cars or trucks? For manufacturers that reduce full, life-cycle emissions, shouldn't they be they be rewarded, somehow, perhaps as credits against tailpipe emissions?

One way to clean up auto manufacturing is to reemploy clean, zero emission energy in the production process. Historically clean energy is not new to manufacturing. Using clean energy to make things actually began centuries ago when wind and hydro energy were used directly to operate machinery to do simple tasks such as grinding grain. In more recent times factories used large windows and skylights for sunlight to work by and for ventilation. Hydroelectric plants dedicated factories and mills were common less than a century ago. Even today hydroelectric and geothermal power is used in the energy intensive job of smelting aluminum which is being used increasingly in cars and trucks to lighten up and increase fuel economy. 

In efforts to cut emissions attributed to cars and trucks, clean energy in manufacturing may be taking its first baby steps.

And we will be saying that very strongly." 

But some in the industry contest that view. “I think airlines typically overstate how difficult this is," said David Hodgkinson, former director of legal services at the International Airline Transport Association, an industry group, who now practices aviation and climate law in his native Perth, Australia. “I don’t get why opposition is so fierce given that this is relatively straightforward and the cost is typically low and passed on to passengers." 

He said that Qantas, the Australian airline, is going along with the European scheme, under which airlines must buy so-called carbon allowances if they exceed assigned annual emissions targets, which decrease year by year. 

Some analysts estimate that the European program would add about $5 to the price of a typical trans-Atlantic flight. While that may sound minimal, Young maintained that U.S. airlines operate on razor-thin margins. She said, “This may be the difference between loss and profitability." 

Others note that ticket prices could ultimately rise much higher as a result of the plan. The price of carbon credits varies like a stock and is now at a record low. Kollmuss, the environmental consultant, said, “If the price went up, not so many people would fly to Europe or California on such a regular basis." 

This year, the EU is collecting the emission payments on flights within Europe as per the original schedule. First Town Solar Array

At exactly 10 a.m. on Wednesday morning, a beam of sunshine peeked out from behind a cloud to envelop a treeless hill in Aquinnah in golden light. A small crowd, bundled up against the 15 degree chill, had gathered at the town’s landfill, but at the morning’s ribbon-cutting ceremony for Aquinnah’s first-ever solar array project, the sun was the guest of honor. 

“This is really a great occasion for all of us to be here today,” Aquinnah town administrator Adam Wilson told the onlookers, shortly before selectman Jim Newman snipped the official red ribbon. 

The completed project, which features 200 photovoltaic panels, now powers all town-owned buildings and street lights in Aquinnah. It is the first solar array on Martha’s Vineyard, the third in southeastern Massachusetts, and just the fifth in the entire state, Mr. Wilson said. 

“It’s been an amazing experience for all of us involved,” said Mr. Wilson. 

Paul Pimental, chairman of the board of the Vineyard Power co-op, added to Mr. Wilson’s remarks, commending Aquinnah for “taking the lead and initiative, and driving forward a lot of things that were brand new.” 

The solar array was developed by Vineyard Power, with funding from co-op members and Vineyard summer residents Lee and Julie Moncton and the Edgartown National Bank. It was constructed by South Mountain Company, making it a truly Island-grown project. 

“Part of our missions is to keep money local [and] keep ownership local,” Vineyard Power general manager Erik Peckar told the Gazette. 

The town of Aquinnah first approved the project at a special town meeting in December of 2011. The article was the only item on the warrant, and was approved 29-13. Construction began last July. South Mountain project designer and overseer Darrill Bazzy is also an Aquinnah resident. “That made it really fun,” he said. “I was proud of Aquinnah for being so willing to do it — the selectmen worked really hard to get it started.” 

“Whether in Aquinnah or another town, it just makes such sense for solar to be on a landfill,” Mr. Bazzy added. Solar arrays can only be built on capped landfills, which have barriers between the refuse and the rest of the environment. 

“You’re using space that’s already committed . . . without taking away from valuable agricultural land,” Mr. Pimentel said. Solar to double capacity

From an industry perspective, the initial feedback on what's offered through GPASI is that it's "good but not great." Specifically, a GPC homeowner already paying an electricity rate of over 13.5 cents/kWh, the average rate for a homeowner that consumes 1500+ kWh/month during a summer peak period, may not see value in being paid less for the same amount of energy generated from their solar system. This becomes particularly true for a 20-year contract given the likelihood of continued increases in electricity prices.

In the end, the GPASI strikes a reasonable balance between keeping GPC in control of solar capacity additions and cost recovery within their territory while allowing consumers and industry the freedom to own their solar assets and support market growth. For the residential market, it may come up short from a consumer perspective, and also lacks some of the energy independence euphoria associated with owning a solar system – since all generation is sent to the grid and can't be used onsite.

However, the program should add significant solar capacity overall and provide a solid boost to expanding the larger-scale distributed solar industry in Georgia. It also proves that solar has achieved a level of cost-competitiveness where it can be both procured by a utility at a price that avoids putting upward pressure on rates, and also effectively draw the interests of consumers and developers (at least for medium- to- large-scale installations).

Mercury bulbs pose a growing threat

Canada's mercury-waste facilities are either patchwork or non-existent as millions of light bulbs containing the highly toxic chemical are set to flood the marketplace.

Environment Canada says the mercury contained in a typical thermometer can contaminate five Olympic-size swimming pools to toxic levels.

Ironically, the ban on incandescents is partly designed to reduce mercury in the environment because old-style light bulbs are inefficient, and require more electricity from the burning of coal and other fossil fuels that can emit mercury into the air.

Environmentalists applaud the ban for eliminating far more fossil-fuel mercury than the new bulbs add - but say Environment Canada must also require the recycling or safe storage of broken CFLs.

"Currently municipalities do not store mercury - most of it ends up in landfill," says a report commissioned from Summerhill Impact, an environmental firm in Toronto.

The study, which surveyed some 28 of the 123 places that store or manage mercury waste, also found Canada lacks any facility to extract pure mercury from waste, relying instead on mercury distillers in the United States.

The authors warn that with growing restrictions on trans-border movements of mercury, such as a U.S. ban on pure mercury exports effective Jan. 1 this year, Canada may need to resolve pending storage issues.

"The sector is notably lacking distillation facilities that make mercury reuse possible," says the report, which cost the department $47,000.

"This suggests that Canada may need to lay the groundwork for investigating best practices for longer-term storage options for elemental mercury as export bans in other jurisdictions such as the U.S. could negatively impact their demand for mercury waste from Canadian sources." “I believe the house was the manse for Cargill Church, which was taken down in the 1950s,” says Liz. “The house was owned by a builder in the early 1900s and then by a tea merchant. When I bought it there was a series of little rooms at the back which the tea merchant used for blending his tea. By 2010 the house had been lying empty for some time and was boarded up. The roof was leaking and water had damaged some ceilings and all the guttering was down. I liked that things like the original bell system was still intact and working, and every chandelier was still in place – I simply took them down and cleaned them. Some of them are really beautiful.”

She adds: “I decided to knock all the little rooms at the back – a laundry, a maid’s room, tea blending rooms, a coal shed and a single stable – out and took out all the ceilings to create a big full-height kitchen. I wanted an entertaining kitchen as I think most people end up in the kitchen. When we have people round they always end up in here, so I also wanted an area set off for sitting.”

The kitchen is a lovely, bright open space with ivory units set beneath dark wood worktops and bordered with slate upstands.
