Sheriff ready in case last heating unit at jail fails

Rutherford County Sheriff Robert Arnold announced he has contingency plans Saturday in case the jail’s only operating heating unit should go down, leaving inmates in the cold.

“We are hoping for the best and preparing for the worst,” he said.

The Rutherford County Adult Detention Center runs on two boilers, one of which is out of commission after blowing a pipe Friday.

“We are operating on one right now, but it is making a hammering sound, so it could go at any time,” the sheriff said.

Throughout Saturday morning Arnold and several others discussed contingency plans in case the second boiler went down, cutting off hot water and heat in the building. The motor produces 200 horsepower and 207 lb-ft of torque.

This does not sound like a lot on paper, but anybody who has driven any Volkswagen with this motor will tell you that it’s a quick one. This engine delivers the power in one strong punch. I would not call it turbo lag. I would call it an explosion. Ford City taxes go up in 2013 budget

The 2013 Ford City borough budget, adopted Thursday by a 3-1 vote of council, increases property taxes by nine percent and water rates by 11 percent.

The $2.6 million spending plan calls for the tax rate to rise by 1.5 mills from 16.65 mills to 18.15 mills. The increase will be about $30 for a property owner.

The general purposes portion of the tax bill climbs by 1 mill from 11.25 mills to 12.25 mills; and the special tax of 1.65 mills for street lighting increases by .5 mills to 2.15 mills.

Special taxes remain unchanged at 1 mill for the public library, .15 mills for non-uniform employee pensions and 2.6 mills for fire equipment.

Under the plan, the minimum charge for water service is increased from $27 to $30 a month; and the additional charge for over the minimum goes up by 50 cents for every 1,000 gallons.

Council members Lou Vergari, Kim Bish and Paul Harmon voted for the budget. Warm glow of Berlin's 'beautiful' gas streetlights set to fade

As a capital city, Berlin has endured more than its fair share of division over the years. Now new battle lines are being drawn over what some see as a fight for the city's character.

The conflict began when City Hall announced its intention to phase out the vast majority of Berlin's historic gas lamps as part of an ambitious project to make the city carbon-neutral by 2050. With nearly 43,000 gas-powered streetlights, Berlin has more than any other city in the world. In fact, more than one in six in the city are gas.

Some date back to the 19th century; others were erected immediately after World War II as the occupying Soviet forces made restoring light to the devastated city a priority.

In recent years, guided tours have been run to picturesque areas, with sightseers attracted by the distinctive warm, yellowish glow of gas lamps. A PAINSTAKING project to bring Malvern’s iconic gas lamps into the 21st century has come full circle with the installation of the last lantern.

It completes a trio of lanterns on the road demonstrating three kinds of technology used by the group – the 19th century stick-lit method, 20th century clockwork and the 21st century ELGAR (eco light by gas and reflection) system.

Staff from the nearby Holywell Water Company will be trained to maintain two of the lamps, as well as turning them on and off.

The impending surge in the world urban population will offer great opportunities for economic and social development, but at the same time it will also create daunting challenges, especially during these times of financial and resource constraints.

The same EmPOWER Maryland program that pays for home energy checkups and energy audits pays for instant discounts on energy-saving bulbs.

That's because it's easier to give a discount to people who switch to efficient bulbs than it is to build a new power plant. Supplies a range of lightproject and accessories.

Roseland Creek Elementary School, Santa Rosa

Trees and wreaths can be dropped off between Dec. 26 and Jan. 25 at the parking lot by the cabin in Oleson Park. Stands, wire, nails and ornaments must be removed from the trees.

Instead of taking up space in a landfill or being dumped in ditches, the trees will provide free mulch for anyone who wants it.

"We have some people who come out every year with a pickup truck, take home a load of wood chips to use at their house," Lunn said.

The chips are also used around trees in Fort Dodge parks and golf courses. The mulch is available from the Parks and Rec shop from 7 a.m. to 3:30 p.m. weekdays at the south end of Oleson Park.

The program is now in its 22nd year and started in response to an Iowa law prohibiting throwing trees into landfills. Since it began, the program has taken just under 10,000 trees, Lunn said.

New Shands facility aims to serve all patient needs at one site

Shands at the University of Florida on Thursday morning unveiled its new multi-specialty facility in a ribbon-cutting ceremony at the Springhill location on Northwest 39th Avenue.

Solar Power Paired with Storage Could be Cost-Effective way

Renewable energy could fully power a large electric grid 99.9 percent of the time by 2030 at costs comparable to today’s electricity expenses, according to new research by the University of Delaware and Delaware Technical Community College.

A well-designed combination of wind power, solar power and storage in batteries and fuel cells would nearly always exceed electricity demands while keeping costs low, the scientists found.

“These results break the conventional wisdom that renewable energy is too unreliable and expensive,” said co-author Willett Kempton, professor in the School of Marine Science and Policy in UD’s College of Earth, Ocean, and Environment. “The key is to get the right combination of electricity sources and storage — which we did by an exhaustive search — and to calculate costs correctly.”

The authors developed a computer model to consider 28 billion combinations of renewable energy sources and storage mechanisms, each tested over four years of historical hourly weather data and electricity demands. The model incorporated data from within a large regional grid called PJM Interconnection, which includes 13 states from New Jersey to Illinois and represents one-fifth of the United States’ total electric grid.

Unlike other studies, the model focused on minimizing costs instead of the traditional approach of matching generation to electricity use. The researchers found that generating more electricity than needed during average hours — in order to meet needs on high-demand but low-wind power hours — would be cheaper than storing excess power for later high demand.

“For example, using hydrogen for storage, we can run an electric system that today would meeting a need of 72 GW, 99.9 percent of the time, using 17 GW of solar, 68 GW of offshore wind, and 115 GW of inland wind,” said co-author Cory Budischak, instructor in the Energy Management Department at Delaware Technical Community College and former UD student.

Streamlight Upgrades TLR-1 & TLR-2 Gun-Mounted Lights

Streamlight Inc., a leading provider of high-performance lighting and weapon light/laser sighting devices, announced it has upgraded the lumen light output and intensity of its “traditional” TLR gun-mounted tactical lights.

With extensively live-fire tested, impact-resistant construction, all four models are manufactured from 6000-series machined aircraft aluminum with a black anodized finish. The housing for the TLR-2 and TLR-2 s laser is fabricated from a high-impact, chemically resistant engineered polymer.

The upgraded models continue to provide 2.5 hours of continuous runtime to the 10% output level, with solid state current regulation for consistent illumination level.

All four lights offer a momentary-to-steady, on-off switch, readily accessible by either right or left hands. Adopt a streetlight proposal clears second of four hurdles

Racine resident Karl Fuller’s campaign to create a city-wide “adopt a streetlight” program cleared the second of four hurdles at Tuesday night’s City Council meeting.

Aldermen voted 12-2 at City Hall, 730 Washington Ave., to approve having Public Works Commissioner Mark Yehlen draft a proposal for a program that would let residents pay City Hall to keep streetlights slated for removal. Under the plan approved by the council, Yehlen will draft a proposal and come to the Public Works and Services Committee with a draft proposal by the end of January.

The committee would then consider the proposal and decide whether to recommend that it be approved by the council. The committee could decide to amend it. They could decide to recommend approval as is or they could recommend that the program as drafted not be approved be approved by the council.

Haxton’s work ‘photography looking at itself’Artist captures light

A New York Times critic once observed that the true subjects of David Haxton’s photographs are light and space. It’s a definition Haxton likes, and one visitors might agree with after viewing his films and photographs at Gavlak Gallery.

Haxton was part of a group of post-minimalist artists whose work in film and video was encouraged by the pioneering art dealers Leo Castelli and Ileana Sonnabend in the early 1970s.

His work is less well-known than that of others in the group, such as Bruce Nauman, Vito Acconci and Joan Jonas. The Whitney is looking at his work for inclusion in its Castelli-Sonnabend Tapes and Film collection, Gavlak said. “It’s interesting to see what work stands the test of time,” she said. “David’s does.”

Neenah received a $57,600 community development block grant through the American Recovery and Reinvestment Act of 2009 and planned to use the money to help low-income homeowners finance the replacement of lead water laterals and faulty sewer laterals.

Because of low demand, however, the city was left with about $20,000 as the program neared the end. Rather than forfeit the money, the city reallocated it to purchase and install energy-efficient LED fixtures on city-owned streetlights in neighborhoods with low- and moderate-income residents.

Neenah’s five-year capital improvements program calls for spending $20,000 in 2014, $30,000 in 2015 and $160,000 in 2016 to covert other streetlights to LED fixtures.

What testing is needed for an LED?

The recent ban on the incandescent light bulb, government incentives, and the ingenuity of industry experts have all played a role in LEDs becoming the predominant new product in the North American lighting market today. As this technology continues to rapidly evolve, lighting manufacturers and others involved in the industry are finding it increasingly challenging to validate product claims and keep up with industry standards and testing requirements.

As with most new technology, LEDs tend to be more costly than their conventional counterparts – the fluorescent light bulb – though they have been significantly going down in price. In an attempt to offset the price, lighting manufacturers highlight the performance of their products, some claiming 10-year lifespans compared to the typical one-to-two-year lifespan of traditional lighting products. Since these marketing claims are difficult to prove, new criteria has recently been developed for LEDs to help manufacturers avoid customer backlash and negative publicity and provide verification for their products.

In turn, there are several North American and international energy efficiency programs, each with its own specifications. Some of the most prevalent programs in North America include ENERGY STAR, Natural Resources Canada (NRCan), California Energy Commission (CEC), U.S. Department of Energy (DOE) Lighting Facts, DesignLights Consortium (DLC) and Municipal Solid State Lighting (MSSL). Since specifications reference specific standards, the criteria can vary depending on the individual program but the standards for testing and measurement are the same.

One initiative worth highlighting is the DOE-sponsored Lighting Facts Label, which is a new labeling standard currently mandatory on all packaging for screw-based replacement lamps including incandescent, halogen, CFL and LED models. Modeled after the “Nutrition Facts” Label on modern food packages, the Lighting Facts Label provides information on a light’s brightness, energy cost, life expectancy, light appearance (warm or cool) and wattage. The new label was designed to provide a uniform and user-friendly way for consumers to review product specifications and make product comparisons.

Third-party testing plays a key role in product certification. Nationally Recognized Testing Laboratories (NRTLs), organizations approved by OSHA, provide unbiased assurance that products meet the requirements of industry standards and energy efficiency programs and confirm consistency through proficiency tests and factory inspections.

Blue light in car to keep you alert at the wheel

Researchers have found that constant exposure to blue light is as effective as coffee at improving alertness in night drivers, paving way for developing an ’embedded’ anti-sleepiness device in vehicles.

Researchers from the Universite Bordeaux Segalen, France, and their Swedish colleagues conducted tests in real driving conditions.

Blue light is known to increase alertness by stimulating retinal ganglion cells: specialised nerve cells present on the retina, a membrane located at the back of the eye.

These cells are connected to the areas of the brain controlling alertness. Stimulating these cells with blue light stops the secretion of melatonin, the hormone that reduces alertness at night.

Sleepiness is responsible for one third of fatalities on motorways as it reduces a driver’s alertness, reflexes and visual perception.

The researchers’ findings, published in the journal PLoS One and reported on the Medical Express website, used a special LED lamp continuously emitting blue light installed on the dashboard of an experimental vehicle.

To study the efficiency of blue light during night driving, researchers asked 48 male volunteers (average age 33.2) to drive 400km on a motorway, the ‘Daily Mail’ reported.

Each driver completed three night drives, spaced out by at least a week, between 1am and 5:15am, with a 15-minute break halfway through the journey.

During each of the three nights, the volunteers were either exposed to continuous blue light, or given two cups of coffee (one before departure and one during the break).

These either contained 200 mg of caffeine or were decaffeinated, representing a placebo. The researchers found that drivers’ sleep was not affected following the journeys with exposure to blue light.

The results of this test showed that on average, the line was accidentally crossed 15 times by the drivers exposed to blue light, 13 times by those who had had coffee and 26 times by those who had had the placebo.

Continuous exposure to blue light while driving therefore appears to be as efficient as coffee for fighting sleepiness at the wheel, as long as this light does not hinder the driver.

However, eight of the 48 volunteers (17 per cent) found that they were dazzled by the blue light and could not do the test.

The researchers are now verifying these first results by making a test on a larger number of subjects, including women and the elderly.

Always inspect your lights before you use them – if the cords are worn or frayed, throw them away. Make sure the lights have been tested for safety by an independent testing laboratory.

“Always make sure all of the light sockets have bulbs in them,” said Harris. “Children are fascinated by lights and could put their fingers in empty sockets.”

“Better yet, for greater efficiency and safety, use smaller, cool-burning LED lights,” she added. “LED bulbs use up to 90 percent less energy than a traditional bulb to produce the same amount of light.”
