Pilot program gives disabled new way to travel

The city is test driving a pilot program for elderly and disabled residents called the Taxi Smart Card, which will provide eligible participants with — you guessed it — a card allowing them to use livery and taxi cabs as an alternative to the Metropolitan Transportation Authority’s Access-A-Ride. 

The test area will include Marine Park, Mill Basin, Mill Island, Bergen Beach, Flatlands, and Canarsie. 

“We were exploring alternative ways to provide transportation for those with disabilities and this provides another avenue for getting them the transportation they need,” said Jon Minners, Department for the Aging spokesman. 

The program will provide up to 1,000 cards to eligible area residents. Currently, there are about 800 spots left in the program, according to Minners. With this new card in hand, Taxi Smart Card participants can hail livery cabs street side, as opposed to Access-A-Ride, which must be called in advance. 

To participate in the program, the elderly and handicapped people can apply to the Mayor’s Office for People with Disabilities or the Department for the Aging. If deemed eligible, they may purchase a card by sending in a money order of $12.50. The city will supplement that payment with an additional $87.50. Access-A-Ride is the city’s paratransit service for individuals unable to use public bus or subway service for some or all of their trips. This shared-ride, door-to-door service is called “demand-response” because eligible customers must reserve in advance for each trip. A common complaint amongst Access-A-Ride users is that drivers are frequently late for their pickups. The new program might provide a more expedient way to get around the city.

City breaks ground on four building

The city broke ground Wednesday on a new firehouse, community center and $44.9 million in street repairs in the Lower Ninth Ward. 

Construction on the new Sanchez Community Center will begin this spring and is expected to be completed in summer 2014. 

The $19 million building will be 65,000 square feet on the lakeside corner of North Claiborne and Caffin avenues. The structure will be raised 17 feet with living quarters for the firefighters on the second floor. Fire Superintendent Charles Parent has said that any future firehouses built will include living quarters above the garage in an effort to prevent them from being taken out of service in any future floods. 

The old Engine No. 22 building, located at Egania and North Galvez streets, was a slab structure. The former Engine 39 building, located on St. Claude Avenue at Tupelo Street, was raised a few feet off of the ground. 

Both buildings flooded with the rest of the neighborhood during Katrina. Engine No. 22 was torn down, and Engine No. 39 was never reopened. Since the storm, firefighters have worked out of a trailer on the site of the future Sanchez center. 

“This is going to be a great corner,” said Deputy Mayor Cedric Grant, who oversees the city’s capital projects.

GIVE CREDIT FOR LIFE-CYCLE EMISSIONS CUTS BY AUTOMAKERS?

Long before the first turn of the ignition key to start up a freshly-built car as it leaves the assembly line, a car has left a trail of emissions behind it. From the mining of ore that will eventually become engines and body panels, to the pumping and refining of oil that will later become plastic bumpers and dashboards to the melting of sand for glass, every step along the way to manufacture cars and trucks leaves carbon dioxide and other emissions in its wake. 

While we focus mostly on what comes out of tailpipes, emissions from the full life-cycle – the cradle-to-grave life of a car – should be considered and taken into account. While governments regulate tailpipe emissions and penalize car companies that don't make the grade, shouldn't governments also give credit back to manufacturers who cut manufacturing emissions? Shouldn't government emissions regulations consider the life-cycle assessments of emissions of cars and trucks, not just the what comes out of steel pipes at the rear of cars or trucks? For manufacturers that reduce full, life-cycle emissions, shouldn't they be they be rewarded, somehow, perhaps as credits against tailpipe emissions?

In more recent times factories used large windows and skylights for sunlight to work by and for ventilation. Hydroelectric plants dedicated factories and mills were common less than a century ago. Even today hydroelectric and geothermal power is used in the energy intensive job of smelting aluminum which is being used increasingly in cars and trucks to lighten up and increase fuel economy. 

In efforts to cut emissions attributed to cars and trucks, clean energy in manufacturing may be taking its first baby steps.

Greek Goddess meets a Snow Storm

I was not a huge fan of the large chrome grill of the previous version, so I welcome this refresh. However, I was bummed that my 2012 test car did not have the LED daytime running lights and HID headlights. They are available on the 2013 models that are on sale now.

The Eos interior stays mostly the same as before, and it is almost identical to the interiors found in the GTI and the Golf. The Eos Lux model adds wood trim on the dash and the center console. The second row is where the Eos differs from the other Volkswagen products. A December snow storm is not the ideal time to enjoy a convertible, but I made the best of it. I drove this Eos on dry roads before the storm, then during the snow fall, and in the aftermath. The power-train on the Eos is very easy to configure. It has just one choice, albeit it’s the award winning 2.0 liter Turbo (TSI) 4-cylinder backed by the excellent 6-speed DSG automated manual transmission. The motor produces 200 horsepower and 207 lb-ft of torque.

This does not sound like a lot on paper, but anybody who has driven any Volkswagen with this motor will tell you that it’s a quick one. This engine delivers the power in one strong punch. I would not call it turbo lag. I would call it an explosion.
