The governor plans to make public the final version of his energy plan Tuesday after months of public comment and debate over its hallmark feature: increased availability of natural gas.
From draft to final version, the broad strokes of the "Comprehensive Energy Strategy" remain intact, according to an executive summary of the plan viewed by The Courant on Monday.

The plan's centerpiece — a call to make natural gas available to 300,000 homes — promises to lower heating costs and to create thousands of jobs for work that includes expanding gas mains and laying pipe to Connecticut homes.
State officials say that the push is nothing revolutionary, just an effort to catch up to neighboring states such as Massachusetts and Rhode Island, where around 48 percent of homes heat with natural gas. In Connecticut, 31 percent do.
Heating oil dealers in the state criticized the plan's reliance on price predictions that plot future energy prices for decades. Signal Energy wins its biggest solar project
Ben Fischer quips that years ago he headed a company that helped
power plants handle their waste products and was "green before it was
cool to be green."
Today, Fischer is chief executive of Signal Energy, a Chattanooga business named the nation's No. 2 installer of solar arrays in 2012 by Solar Power World magazine.
"What it's about is stewardship," said Fischer, whose company recently won a contract to build its largest solar project ever -- a 311-acre solar farm in Nevada.
Signal Energy, a subsidiary of Chattanooga-based construction giant EMJ Corp., has gone from a startup in 2005 to doing more than $100 million in business last year, he said.The range of industrialextractors was developed to satisfy needs of all kinds of customers.
Plans are to grow that number in 2013, Fischer said in a recent interview in his East Brainerd office. "We expect that the next few years will be record-setting years," he said.
Signal designs and constructs utility-scale renewable energy projects, finishing more than 40 solar and wind power jobs so far.
With about 125 employees, including 30 in Chattanooga, it draws on the resources of parent EMJ, which builds shopping centers, schools and other projects.
Also, over a year ago, Barnhart Crane & Rigging Co. of Memphis became a part owner and helps provide even more resources for Signal, Fischer said. "We have the same values and the same vision," he said.
Fischer, who has overseen Signal since its startup eight years ago, headed his own business starting in the early 1990s that recycled industrial waste products into energy. He was looking at renewable resources even at that time.
At Signal Energy, the company's work last year was about evenly split between solar and wind, Fischer said. That flexibility has helped the company as government incentives wind down in one business segment or the other.
While both solar and wind manufacturers in the United States have seen fortunes wax and wane, Signal has prospered in the niche of designing and building the large-scale renewable energy projects, Fischer said.

Tim Leljedal, a Southern Co. spokesman, said the utility is in a joint venture with Turner to pursue large-scale solar projects and the Spectrum Solar Facility outside Las Vegas is its third.
"There's no single solution to meet our customers' energy needs," he said. "It takes a combination of energy resources. Solar is an important part of our long-term energy mix."
The partnership will sell the power produced by the Spectrum project, to be finished later this year, to NV Energy Co. headquartered in Las Vegas under a long-term agreement, Leljedal said. He said the project's cost hasn't been publicly disclosed.
Fischer said the Spectrum array will be at least three times as large as the solar park recently constructed next to Chattanooga's Volks-wagen plant, which is the biggest in Tennessee.
Signal Energy has built even larger wind projects than the Spectrum Solar Facility. Signal has built solar and wind farms across the nation and worked in Canada as well. The CEO said the company also is looking at other international sites.
When the business started, Fischer said, there was a lot of talk about conservation and environmental stewardship, and that's still a key.
Because the sun rises every day and it can be tracked with great accuracy, solar costs and outputs are predictable over a 20-year period, he said. "A renewable plant is like a bond in a portfolio," Fischer said.

Krause Holsteins takes next step in dairy operation
The barn was built on the principle that a comfortable and healthy cow should maximize her milk production. Over the last 15 years, Krause Holsteins has managed a rolling herd average of 25,000-plus pounds of milk.
“We’ve been as high as 27,000 pounds,” said Charles. “They have always milked well, but I think we have a lot more potential for production increases.”
Warren attended the University of Minnesota – the first person from his Buffalo, Minn.-based family to do so. He married his wife, Carol, during their senior year. They purchased 90 acres along with the dairy farmstead, and moved there after graduation.

“The thing about quality milk is you might as well do it right and collect the premiums,” said Charles, adding that low somatic cell and bacteria counts can offer a 40-50 cent per hundredweight premium. “The cows are going to be healthier,It's just a ledtube but I know I heard drums in there and this video is proof. it just makes sense.”
The curtained barn has 16-foot side walls, and is designed for the air to move in a cross ventilation manner. There is just one large garage-style door for moving equipment in and out of the barn. Most of the time, the barn will be kept closed.
“The cows tend to distribute themselves evenly when the doors are closed,” said Charles.
When the temperature of the barn reaches a certain level, the curtains will automatically open as needed,Our typical product line of panelmachines and laser engraving has been growing manufacturer’s speeds. and when temperatures reach another level, the fans will automatically turn on. The barn has 32 fans that are each 4 feet in diameter.
Although the barn does not yet have misters, the building is rigged for misters that can be installed over the free stalls.
The barn also features a truss system rather than rafters. Charles’ son, Andrew, learned that airflow could increase by 3-5 mph in the barn with trusses vs. rafters. A truss system also minimizes the areas where starlings can roost.
The Krause family had light-emitting diode (LED) lights installed that automatically turn on as needed.
They also decided to go with an advanced manure handling system that offers many benefits. The barn was built to use automatic manure scrapers. The scrapers slowly move through the gutters, collecting manure and liquid.
The product moves to a holding tank where it is pumped up 12 feet to a solid-liquid manure separator. A FAN separator squeezes the water out of the manure, leaving a dry solid that looks like potting soil.
Dry solids make excellent bedding material for the cows. Not only does the product meet environmental standards, but the cows also do well when they lay down on the high quality solids.
A new 40- by 40-foot manure processing building was built and attached to the new free stall barn. The Krause Holstein crew uses a skid loader with a side-shooter attachment to move the manure solids into the stalls.
While the crew no longer has to scrape the barn, they will spend time grooming the new stalls. All of the stalls are 9 feet long, and pens for the older cows are 50 inches wide. Pens for the younger cows are 48 inches wide.
“You want the manure solids to be about a foot deep (in each stall). What you want is (manure solids) heaped up and then slopped down to the gutter,The energy used in manufacturing and erecting a floorlamps is paid back in the first 3 to 6 months of operation.” said Charles.
